The Government of India intends to conduct a study on the viability of disinvestment in Central Inland Water Transport Corporation Limited at different levels of employees’ strength.  The company is engaged in the transportation of cargo by inland waterways in Eastern India and the North East.  Interested parties are required to submit Expression of Interest (EOI) at the under-mentioned address not later than 5.00 P.M. by 18th January, 2008

INVITATION FOR EXPRESSION OF INTEREST

 

Engagement of Consultant for conducting a study to assess the viability of disinvestment of Central Inland Water Transport Corporation Limited (CIWTC) with the present and various employees’ number

 

 

1.         Introduction

The Central Inland Water Transport Corporation Limited (CIWTC) was incorporated in the year 1967. The company is under  the  administrative  control  of  Department of Shipping under Ministry of Shipping, Road Transport and Highways. The company  is  engaged  in  transportation  of  cargo by Inland waterways in Eastern India and the North East. The profile of the company is at Appendix-I. 

 2.         Government decision

             The Government of India intends to engage a Consultant for conducting a study to assess the viability of disinvestment of CIWTC with the present and various employees’ number and skill mix.

3.         Responsibility of the Consultant

3.1       The Consultant would be required to undertake the following tasks:

(i)         To study and analyse the present manpower strength and skill mix available with the CIWTC based on its current operations. 

 (ii)        To assess the viability of disinvestment of CIWTC with the present and various employees number and skill mix.

                                 

(iii)             To also assess the optimum manpower and skill mix required to achieve the performance targets and recommend steps to fine tune the manpower requirements including suggestions for Voluntary Retirement Scheme (VRS), training, etc.

                

4.         Submission of Expression of Interest

4.1       Institutes and Organizations with adequate and specific expertise are invited to submit Expression of Interest for selection as Consultant to Ms. Indira Sharma, Under Secretary, Department of Disinvestment, Ministry of Finance, Block No.11, 2nd Floor, CGO Complex, Lodi Road, New Delhi -110003 by 5:00 p.m by 18th January 2008.   The Institute/Organization would be required to deposit alongwith the ‘Expression of Interest’, a non-refundable earnest fee of Rs.10,000.00 (Rupees ten thousand only) by way of  a  demand draft  drawn  in  favour  of  Pay  &  Accounts  Officer, Department  of  Disinvestment, Ministry of Finance, New Delhi payable at New Delhi.  Government of India reserves  the  sole  right  to  accept or reject any or all Expression of Interest without assigning any reason thereof.   The Expression of Interest should include the Technical and Financial Proposals which have to be submitted as per the format given at Appendix-II & III respectively.

           

4.2       All the information sought above and any other additional information considered necessary by the Institute/Organization on the  lines  outlined  below, should be sent, in three copies in about 10 (ten) pages (font size 12) to the officer mentioned in para 4.1 as a part of the Expression of Interest.

                                        

(a)                 Sector expertise and experience giving the background of the Institute/Organization - full particulars of the constitution, ownership and main business activities and experience of the prospective Consultant.

            

(b)                 Understanding of the company – details of understanding of CIWTC by the prospective consultant.

 

(c)                 Study team and manpower commitment – details of the research team and their qualification and experience.

 

(d)                 Research capability and expertise – a brief note on the research capability of the prospective consultant.

 

(e)                  Broad outline of the study – a brief note on the scope, approach and methodology proposed to be adopted by the prospective consultant.

 

4.3          The interested Institute/Organization should furnish the following certificate as a part of the EOI.

 

“We  hereby  certify that there has been no conviction by any Court of Law  or  indictment/adverse order by a regulatory authority  for a grave offence against us or any of our sister concern.  It is further  certified  that  there is no investigation pending against us or our sister concern or the CEO / Directors / Managers / Employees of our concern or of our sister concern including the members of the research team.  It is certified that no conflict of interest exists as on date and if in future such a conflict of interest arises we will intimate the Government of India of the same “at the first instance”.

 

5.         Eligibility of the Institute/Organization

            The Institute/Organization must have experience of conducting similar organizational studies, preferably in the area of Water Transport Sector or any other mode of transport sector.

 

6.         Presentation

The Institute/Organization would be required to make a presentation before a Committee at New Delhi .  The exact date and time of the presentation would be intimated separately.   

 

7.         Technical and Financial Proposals

7.1       The Institute/organization intending to take up the assignment, shall submit their proposal in two separate covers; technical proposal in one cover and financial proposal in another cover.  Both these covers shall be put into one bigger cover, which shall be marked as “Expression of Interest”.

 

7.2      The technical proposal shall be opened first and evaluated.  The financial proposal shall remain sealed and shall be opened publicly only of those institutions who have qualified technically. The minimum qualifying marks to be obtained   by the bidder to be successful technically should be 60% under each category and for the overall score. The  weights  assigned on the criteria  are  as under.

 7.3       The  financial  proposal  shall  contain the fee for the assignment inclusive of all out of pocket expenses, and should be unconditional and inclusive of all taxes. The Consultant shall pay for the travel related expenses and other experts appointed by them.   The Consultant will be liable to pay taxes as per the law of the land.  

7.4       The fee quoted shall be valid for at least six months from the date of submission of bid. 

 8.      Time Frame and Reporting

 8.1       The assignment shall be completed within a period of six weeks from the date of award of work.

 8.2             The following are the milestones for submission of report:

 8.3       The reports shall be submitted in hard as well as soft copies.  The hard copies shall be at-least 10 in number.

 9.         Earnest Money

              The  technical  proposal  shall contain  the documents  in support of the eligibility conditions as mentioned at Para 4.  In addition, the Institution/Organization  must  also  enclose  Draft  for  Rs.10,000.00 (Rupees ten thousand only)  as non-refundable  earnest fees.  Technical proposals received without the earnest fees would be rejected. 

10.       Schedule of Payment of fee

            The fee shall be paid in two installments: 60% on submission of draft report and 40% on submission of final report and acceptance thereof.

11.       Last date

The last date for submission of EOI is 5.00 p.m. on 18th January, 2008.

 CENTRAL INLAND WATER TRANSPORT CORPORATION LIMITED (CIWTC)

 ABOUT THE COMPANY

 Central Inland Water Transport Corporation Limited (CIWTC) was incorporated on 22 February 1967 by taking over all the assets of the erstwhile River Steam Navigation Co. Ltd.  

PRINCIPAL ACTIVITIES  

The  principal  activity  of  the Corporation is transportation of cargo by barges through Inland Waterways in the country and through the routes identified in the Protocol on Inland Water Transport between India and Bangladesh . The Corporation, till recently, was also engaged in building and repairing of riverine and coastal ships at its Rajabagan Dockyard. However, following the decision of the  Union  Government, RBD  has  been  sold  and  handed  over  to GRSE Ltd. w.e.f. 01.07.2006. The Corporation also operates and  maintains  the  biggest  IWT  terminals  in  the  country i.e. T. T. Sheds  in  Kolkata  apart  from  the terminals at Karimganj and Badarpur in Assam and Juggernath Ghat in Kolkata.

 AUTHORISED AND PAID-UP CAPITAL

 The Authorised Share Capital of the Corporation as on 31.03.2007 is Rs. 251.00 crore with a paid-up capital of Rs. 250.93 crore being contributed as follows : -

 ORGANISATIONAL STRUCTURE

The  Corporation  is  under  the  administrative  control  of  the  Department  of  Shipping  under  Ministry  of Shipping, Road Transport  &  Highways, Government of India. Both  the  Registered Office  and  Corporate Office of CIWTC are located at Kolkata and various branch offices are at Guwahati, Karimganj, Patna and many other places. The position of manpower on its payroll as on 18.12.2007 is 452 employees. The corporation is headed by a full time Chairman – cum – Managing Director.

FLEET POSITION  

The existing fleet strength of the CIWTC is about 101 vessels comprising of 21 Pusher Tugs, 15 Self Propelled Carriers, 58 Dumb  Barges, 3 Oil  Tankers  and  4 Over  Dimensional Cargo Carriers. Out of these 101 vessels, 41 are operational, 18 vessels are  under  different  stages  of  repair/awaiting  repair, 6  vessels  have  been  earmarked  for  disposal, and  balance  36  vessels are slated for bare boat charter, the tender for which is under process.
